A new doomsday looms: Schools across the state may not be able to open, or stay open, through the 2017-18 year. That’s because billions of dollars in state funding for schools is bottled up awaiting the outcome of — you guessed it — a battle between Gov. Bruce Rauner and Democratic legislative leaders.
